Rules

Group by what a reader wants, not by how the codebase is organised.
Say plainly what the site is in the legal block: it summarises other outlets and links to the originals. That sentence is the licence to exist, and it should not be buried on an About page.
Let the columns reflow on their own. Four groups become two on a tablet and one on a phone without a breakpoint for each.

Do not put a newsletter form here. It belongs in the article flow, where someone has just finished reading. See Subscribe.
Do not list every page on the site. The sitemap does that, and it is for crawlers.
Do not hide the footer on some routes and show it on others. One footer, every page.

Links are real text

The footer is where internal linking does quiet, durable work. Google reaches most of this archive through a small number of referring pages, so these links are not decoration: they are how the data pages get found at all.
